Case Study 4: Preparing for “Boomer” Retirements

State Agency

Client Profile: A state agency with a $280 million annual budget that serves an estimated 38,000 state employees.

Client Challenge: This state agency is facing a problem common to many government as well as private-sector employers. Many of its seasoned managers and supervisors would soon be retiring. In fact, this agency’s research showed that by 2011, one-third of its supervisors and managers would be eligible for retirement. Leadership and skills training was needed immediately to fill this gap.

techniques.org Solution: techniques.org is providing this state agency with a comprehensive and customized e-learning solution that will:

  • increase agency productivity and effectiveness.
  • help prepare a new generation of supervisors for their responsibilities.
  • positively affect every agency employee's level of performance, motivation, job satisfaction, and self-esteem.

techniques.org is developing course content that will cover such topics as leadership, supervision, human resources, communications, customer service, business and office skills, professional development, team building, and quality management.

All courses are hosted and delivered via techniques.org’s learning management system (LMS). This LMS allows agency administrators to register users, enroll learners in specific online courses, and run reports that indicate the learners’ use and completion dates for each course. In addition, the LMS sends out automatic notices of enrollment in courses and reminders to learners of when course enrollments will expire.

The courses are developed using adult learning principles and include extensive interactive components and complete pre- and postassessment functionality. The courses are SCORM and Section 508 compliant to meet state needs. techniques.org is also providing a sophisticated back-end administrative interface that allows for detailed reports of training activity and complete student management capabilities.
